As far as we know there are 2 schemes that meet these requirements. The Independent Parking Committee (IPC) has one and the Ombudsman Service has another. 

You can ask for either but again as far as we know, parking operators do not offer them preferring to only offer and abide by the decisions of the non-approved POPLA and IAS.
