Ghost ticketing is where a parking operator issues a ticket to the car, takes a photo and then removes it. The driver is unaware of the ticket and does not have the opportunity to inspect or take their own photographs of the signs and the terms of the car park.
The operator then contacts the DVLA for the Registered Keeper details and sends details of the charge - for the full and not the discounted amount - and invites the Keeper to pay or name the driver.
If the Keeper is not the driver and appeals, he finds he is not able to with IPC Members. If he names the driver to discharge the liability, then the driver finds that he can't appeal either as they have "timed" out.
