VCS are well known for issuing tickets at Liverpool John Lennon and Robin Hood Airports where it seems they pay the airports a lot of money for the privilege of harassing the airports' customers. Stage 1 - Notice to Driver (Paper Ticket)
The parking ticket (also known as a Notice to Driver) will likely be the first contact with VCS. Wait until the Notice to Keeper arrives in about a month if you can.
Stage 2 - Notice to Keeper (Paper ticket)
About 28-56 days later, the Keeper will receive a letter saying they can pay or appeal the charge. It is best to appeal at this stage without revealing who was driving at the time.
Stage 2 - Notice to Keeper (ANPR Letter)
These MUST arrive within 14 days at the Keeper's address, if it does not, the Keeper can't be held liable so either tell them to refer it to the driver as you as Keeper are not liable. No need to name the driver either.
Stage 3 - Appeal Rejection
You will notice that they say they do not use "Keeper Liability" but will assume that the Keeper was the driver. If you are the Keeper and not the driver, this would be a certain win at appeal but such is the perverse nature of the IAS appeals system, they will simply allege you are a liar. In other words the IAS appeals system is not fit for purpose.

One of the errors we see is letters for a VCS "debt" referencing Excel Parking - which is a separate company.
