Reasonable cause refined in 2006

Regulation 27(e) states that any person may obtain information from the driver record where they can demonstrate "reasonable cause" (which is not defined in legislation.

Reasonable cause conditions are usually considered to be met in relation to incidents where there may be liability on the part of a vehicle user. In 2006, following a review of the policies and processes governing the disclosure of vehicle keeper information and a public consultation, Ministers (Dr Stephen Ladyman), announced fourteen new measures.

The new measures were introduced to protect vehicle keepers from the risk of misuse of their information and provide clear and robust complaint procedures, while allowing those entitled to the data requested to receive it.
